There are times when 1 certificate template is not sufficient for all attendees enrolled in a particular ILC. They may have achieved individual competencies during the ILC that need to be noted on their certificate of completion. In those circumstances, it would be helpful to have a way to upload a stand-alone certificate of completion to a user's completion record, without having to create a 2nd completion record using External Training.
