Post Enrollments: Required "Delay" field to avoid null value not triggering Post Enrollment action.

Problem Statement: When setting a Post Enrollment within a curriculum or a course, the "Delay" field requires a value, otherwise, the rule will not do anything. The system does not prevent you from forgetting to enter a value into this field. Thus, the user must remember to set a "0" in this field, or some other number, in order for the Post Enrollment to actually go into effect. This is not clear to the user at all, and it is very easy to not realize that the rule is not active, because it has been left empty.

Solution: Do not accept "null" or blank values in this field. Require the user to enter a value into this field. It can default to "0".
