Add POST API for Question Banks

We are trying to use Absorb for certification testing. Other LMSs we have used gave us a form for uploading new exams questions, but the only option in Absorb seems to be an expensive service engagement. A simple API to upload questions and related data in a question bank would allow us create and update questions without having to manually enter hundreds of questions periodically.
