I am unable to find the "Allow Playback Speed Adjustment" toggle in the Portal Settings. Are you able to provide more direction (in addition to the screen shot) about where exactly this option is located within Portal Settings?

For Create, I'm happy to let you know that this functionality is currently in development and scheduled for release soon. It's coming.
