Instead of graying out unaccessible buttons in Admin view, don't display them at all. Merged

As an admin user, I should not be exposed to functionality that is not part of my permission set. If I do not have permissions to create courses, I should not see the Create Course button. Same with modifying user profiles. Seeing the gray button informs me that (1) this function exists and (2) I can't utilize it.


As an LMS administrator, I do not want to have admin users exposed to what functionality exists beyond what I've set for those user's specific permissions. People may feel that an error has occurred with their permissions and that they should be allowed to click the button. It implies that people should have higher access than what they should. This fix would reduce the likelihood of support tickets being generated at our individual companies as well as Absorb.
