Admins with limited access (ie anyone not system admin) have tabs on the right under Actions ghosted out instead of missing all together. For example if you don't have access to Create, that tab on the left isn't there at all so you don't know you are missing something. However, with the ghosted out tabs on the right, it makes it seem to the admin there is something they should have access to that they don't. I think if that permission is turned off, that feature needs to be gone completely from their dashboard.
