Add document/certificate manually to a learner's transcript

Admin should have the ability to manually upload a PDF certificate to a learners transcript.

We have learners who complete internal trainings outside of the LMS and we would like to utilize Absorb as the one-stop for all our employees education/record-keeping. It would be great if Admins could upload certificates from these trainings to the learner's transcript... bonus points if we can do a document upload to multiple users (like we can enroll multiple users in a course at the same time) when we have multiple learners who have completed an internal training and earned the certificate.
