Expand the "Prohibit Learners from Changing or Cancelling Sessions" setting

Currently, if you do not have the "Prohibit Learners from Changing or Cancelling Sessions" setting on, it allows learners to change/unenroll themselves from ILC sessions, even after the session has started.

I think it would be great to see an option to allow users up to a certain time frame before a session begins (hours/days/weeks/months) to make changes to their session enrollment, i.e. one day before the session begins. We currently have the "Prohibit Learners from Changing or Cancelling Sessions" setting turned on for all of our ILCs, but we are considering turning it off for some of our ILCs, but are not willing to do that until a feature like this can be implemented.
