Make all Saved Reports available to all LMS Admins

Please make all Saved Reports available to all LMS Admins, so that these reports may be edited or deleted if an Admin is on vacation, or leaves the company.
The security implications of this mean that it will never be implemented as described because it would allow Admins at lower tiers of the Department structure to view data for users they otherwise have no visibility to. I have merged it with another idea that calls for Saved Reports to be 'recovered/retargeted' in the event the original owner is absent.
