Currently, if we inactivate a course, it's removed from a user's transcript but the completion certificate, if one is assigned, stays on the transcript. We would like to see all courses taken whether they're active or inactive in the LMS stay on a user's transcript for historical data purposes as the completion certificate does.
This is the same functionality as idea LMS-I-34, that IS on the roadmap. Check it out and vote for it.

Requests like this are tricky because we can't target a limited set of clients, and there are definitely a massive amount of admins expecting inactive courses to not show up on the transcript.
We'll keep an eye on this idea and if it garners enough support we'll definitely consider changing the existing functionality.
