Reduce the size of the course expiry message/banner

The banner/message area is too big. When switched to mobile view it takes up half the screen. A smaller, narrower banner or even just an badge somewhere on the screen would be much less "in your face".

What's Next Tile- Course Recommendations

The Course Recommendations should allow a leaner to delete them and then refresh with others. A learner may not agree with the recommendations.
