Add Time for Coupon Code Expiration

Add a time for coupon codes to expire. Right now it's always 12 AM UTC, but would be helpful to be able to variable time. Example: Code to expire April 25 at 5 PM ETC (9 PM UTC).

Banner on Sandbox

Retroactively issue a certificate for a completed course.

It would be a helpful option to retroactively give learners who completed an active course a certificate when the original course setting changes from originally not awarding certificates to now awarding certificates.

Let Instructors see the ILC they are teaching from the learner dashboard

Because instructors cannot see the ILC they are teaching, they cannot interact with their learners in ILC comments or see upcoming sessions in their own calendar. Enrolling teachers in their own course makes the reporting of those ILCs inaccurate.
