Allow departments to have status of active and inactive

Today, departments do not have a status option. Old departments can only be deleted. Provide us the option to inactivate a department.

    We use departments to represent our customers using the portal. In order to track which customers have signed our agreement to use absorb it would be good to be able to set a status on the departments, as a back-stop to stop them accessing the platform (we use single sign-on).

    And departments cannot be deleted if inactive users are assigned (which many times we have), so the dept is active, users are not but someone could still get assigned to the active dept even though it is inactive.


    Once a dept is marked inactive, it should not show up in the dept filters elsewhere for users, courses, etc. or as an option to assign a user to.
