Currently Create permissions are applied at a user level – we would like permissions to be applied at a course level because an intended reviewer for a specific course should not be an editor unless explicitly provisioned. Even if the reviewer has a Create license and under the same workspace, we cannot assume the reviewer should be able to edit the course. The course owner or Admin should be able to control if a reviewer with Create access should be permitted to modify the course.
