Admin or System Admin should be able to prevent users from changing an avatar. This could be a toggle to either allow or not allow users to change an avatar.

When building enrolment rules (especially complex ones) it would be useful to have the ability to duplicate the rule and make amendments rather than having to set up multiple rules from scratch with only minor differences between each one.
