Certificate Report to include external/uploaded certificates

Add capability to edit a report title without redoing the whole report

Report creators should be able to edit a report title without redoing the rest of the report. The report itself might be "spot-on correct" but the title might be misleading. Being able to just edit the report title would be a huge time-saver.
