Allow Enrollment Keys to Assign Users to Groups

Right now, enrollment keys can only assign users to a department. We need them to allow users to be assigned to a group as well. This will make a better process for both learner and admin.

Observation Checklists: If Course is completed, don't show user.

I just loaded a bunch of trainings and marked several users as "Complete", but the Reviewer is still seeing them as "Not Ready" in the Reviewer Experience. If the course is complete, the employee shouldn't even show up in the Reviewer Experience!
