Add buttons to User page like on Courses

I like the buttons in Courses to help with navigation, can we add these to the Users page as well (or any pages in Admin Refresh) where tabs were taken away? See separate post about making buttons all 1-click navigation.

Limit Admin Course Visibility By Category
