As a large company that uses Absorb to manage it's dealer network, each dealership has admins that we grant role abilities to. We've recently had a small volume admins begin to edit their team's teams completions in some form (e.g. assigning credits, scores, or times). Often these completions may influence govermental certifications (e.g. WHMIS), or maintaining a status with our company.
For the simple fact alone, that yes it's illegal to do so, we should be able to restrict lesser admins from editing completions. This ability may not be a factor in small companies or those that have a single set of admins, but those with independent owner networks, will surely use the same the same way.
