Lock certain parts of the Universal Dashboard while allowing other parts to be edited

We would like there to be an option for each component of the dashboard to be either locked completely and unable to edit, or able to be edited by admin. That way if we want to make sure someone does not remove our logo on their custom dashboard, we can lock it.
