Improve Enrollment Rule Options

Allow admins to choose any Search Operator.

Example: Selecting the variable “Department” changes the Search Operator to only allow “And Sub-Departments Of” or “Is Only”. If admins could choose “Department”, “Contains”, “Assembly” AND “Job Title”, “Contains”, “Assembler”, this one rule could assign Assembly instructions to all Assembly Employees.
