Add "Certificate" rule to Global Resource Availability
Add Certificate as a rule for availability for a Global Resource. This would work similar to Competency but would apply for courses/curricula that have a certificate instead of a digital badge/competency.
Currently the Admin or Manager can not run a Curriculum Report that contains completion statuses for all contained courses, sorted by Learner. Please add Curriculum Report building capability.
