Be able to configure On Login Courses

I would like to be able to configure On Login Courses to include specific groups/departments and not all new learners.

Search shouldn't return courses with no future sessions

There is no method for automated deactivation of courses so it's a manual process, so any courses that do not have available future sessions should not be displayed when searched in the learner experience.
