We need to be able to restrict access to files even when the deep link is provided. For example, in a course, I link to a file, but only want people from a certain dept or with a certain competency to access it. Currently if I use the link, anyone can access it -- the restriction only works for if they are accessing the file through the resources page but it should always work or have the option to always have the restriction or only restrict when accessed directly or through resources. Or, being able to deep link to resources would solve this.
