I think it would be great to have a system role where people could view learner information, run reports, basically do everything a system admin can do--except things like add or change courses, delete users, etc. We have a group of administrative assistants who could be of great help to us on our platform, but we don't really feel comfortable giving them the "keys to the kingdom." (Maybe password reset) Sort of a system role where everything is in "view only" mode.

Based on what you've described the 'Reporter' default role should align well to this use-case, I would recommend duplicating this role and modifying it to add or more any permissions that you would want for your users.
