Allow for admins to build a library of course images that can be assigned to courses. This could single-source an image, so that if one ever needs updating, it would update all courses that use that image.

Observation Checklists: If Course is completed, don't show user.

I just loaded a bunch of trainings and marked several users as "Complete", but the Reviewer is still seeing them as "Not Ready" in the Reviewer Experience. If the course is complete, the employee shouldn't even show up in the Reviewer Experience!
