Split Admin Manage Enrollments

We currently have an issue where we have to grant Manager (admin) access to modify enrollments in order to approve curriculum enrollments... The problem is that this setting also allows them to complete enrollments within the transcript which completely side-steps the whole learning process.

I need managers to only be able to approve enrollments, and L&D admins be allowed to approve (regardless of employee supervisor, without system admin access) as well as complete enrollments from transcript.
