Assign user groups and courses to admin roles

There should be an admin role setting that allows any user with the given role access to specific courses or user groups. The admin role settings would override the department set in the user profile.

completion percentage on reports

On all reports if you were to add the number of "completed" percentage for the report. Example 327 people out of 414 total enrolled were marked completed. The report should show "completed % 78.9%".
